Kenmore Adopts Development Moratorium in TOD Overlay District

On August 16, the Kenmore City Council unanimously adopted an emergency six-month moratorium on the acceptance of permits for any development within the TOD District Overlay. The moratorium was adopted to avoid acceptance of applications for low density projects that don’t utilize the currently optional TOD overlay incentives. While development is paused, the Planning Commission will deliberate on the TOD overlay, discuss incentives, and if it should be optional or mandatory.
